China plans export controls on open-weight models

Proposed trade rules would restrict export of AI technologies, model weights, and code for systems exceeding 10^26 FLOPs or two trillion parameters.

China is preparing to restrict the export of 23 critical artificial intelligence technologies, according to reporting by The Decoder. The draft framework covers trained model weights, source code, and training pipelines for AI systems that exceed computational thresholds of 10^26 FLOPs or scale beyond two trillion parameters. The policy is designed to tighten national oversight over high-capability foundational models developed domestically.

Under the proposed measures, open-source models will remain eligible for release through a fast-track administrative registration mechanism once certified. However, cross-border technical transfers that surpass the regulatory caps will face strict licensing reviews, mirroring export restrictions previously imposed by the United States on advanced semiconductor hardware and electronic design automation tools.

Industry observers suggest the requirements may complicate global collaboration for Chinese frontier labs such as 01.AI, Alibaba, and DeepSeek, whose open weights have gained significant adoption in Western research hubs. The increased compliance friction could accelerate corporate reliance on US open-weight architectures, even as domestic developers seek international commercial distribution.
